Overview
The Site Quality Control Manager is responsible for overseeing all quality assurance and quality control (QA/QC) functions on a civil construction project, with a focus on underground pipe installation and related infrastructure. This role ensures that all work complies with project specifications, regulatory standards, and industry best practices while maintaining documentation and coordinating inspections... Must learn and understand all safety hazards related to the work and learn to safely and effectively use or operate work related tools and equipment. Will be required to work in a plant operations or construction jobsite setting.
Responsibilities

· Develop, implement, and manage the project-specific Quality Control Plan
· Formulate and maintain quality control objectives complementary to corporate policies and goals
· Create and implement inspection criteria and procedures
· Interpret quality control process, procedure and philosophy to key personnel on project
· Coordinate objectives with production procedures in cooperation with client representatives to maximize operations compatibility and minimize costs
· Oversee inspection and testing of civil and underground utility work, including water, sewer, and storm drainage systems. May be required to conduct site audits and daily quality inspections
· Ensure compliance with contract documents, plans, specifications, and applicable codes
· Coordinate with project managers, superintendents, subcontractors, and third-party inspectors
· Schedule and manage required inspections and testing (e.g., compaction, concrete, pipe pressure testing, mandrel testing)
· Maintain accurate QA/QC documentation, reports, and logs
· Identify non-conformance issues and implement corrective actions
· Review submittals, shop drawings, and material certifications for compliance
· Ensure proper installation methods for trenching, bedding, backfill, and pipe laying
· Support project closeout with punch lists, as-builts, and final documentation
· Assist other craft workers as needed
Qualifications
Physical
· Must be able to lift up to 25 lbs., but may occasionally lift up to 50 lbs.
· Hearing and comprehension is necessary for giving and receiving directions
· Will need to perform sedentary to heavy work
· Will operate office equipment of all types
· Will operate inspection hand gages of all types
· Climb and maintain balance on steel/wood framework, stairs, ladders and scaffolds
· Required to use hands to grasp, lift, handle, carry or feel objects on a frequent basis
· Position may require prolonged bending/twisting, walking, reaching overhead, squatting, sitting or standing and lifting
· Must be able to manipulate and traverse uneven terrain, ladders, and multi-floor buildings with no elevator
· Must be able to walk on uneven surfaces, muddy conditions, loose rock, loose/soft sand, etc.
· Will be exposed to adverse weather conditions (Heat, Cold, Rain, Etc.)
· Vision requirements include close vision, distance vision, and ability to adjust focus
· Ability to drive cars/trucks as needed

Mental
· 5+ years of experience in civil construction quality control, with emphasis on underground utilities
· Strong knowledge of pipe installation standards (ASTM, AWWA, DOT specifications, etc.)
· Experience with inspection/testing procedures and documentation
· Must have the ability to communicate effectively with management/ supervision
· Talking and reading & writing comprehension is necessary for giving and receiving directions to perform work and/or safety policy
· Ability to use math/complete calculations
· Work at various tempos, and concentrate amid distractions
· Decision making skills necessary
· Detail-oriented; must be able to remember, examine, and observe details
· Ability to read and interpret construction drawings and specifications
· Familiarity with safety regulations and OSHA standards
· Certifications such as ACI Field Testing, ACI Flatwork, CWI, or similar preferred
· Proficiency in construction management software and reporting tools is a plus
