    Recruiting Manager / Recruiter - Houston Area




    The Recruiting Manager/Recruiter – Houston Area is responsible for managing and recruiting for all Cajun companies for Houston based projects.  This person will:  take direction from the Corporate Recruiting Manager and develop full-cycle recruiting strategies in support of organizational objectives; manage day-to-day recruiting activities associated with the sourcing, coordinating, screening, qualifying interviewing, handling offers, and hiring candidates for open positions; manage all recruiting related processes that will take new hires up to their first day and ensure a smooth transition into HR related onboarding. 


    Required Experience and Skills:

    • Bachelor’s degree in HR, Business or related field preferred but not required.  Experience in lieu of degree will be considered.
    • Ten to fifteen (10-15) years of previous recruiting experience preferred and/or training; or equivalent combination of education and experience. 
    • Experience in an industrial / construction setting preferred.
    • Professional certification in HR (PHR or SPHR) is a plus. 
    • Must be familiar with heavy industrial construction crafts.
    • Proven ability to source, attract, screen, and interview candidates with technical backgrounds
    • Effective communication skills (verbal and written).  Ability to present ideas, concepts, issues/concerns, company information/policies, and answer related questions in a well thought out, positive, and professional manner to employees and applicants.
    • Proficient with Microsoft Office Suite including Word, Excel, and PowerPoint.
    • Ability to work independently, as well as coordinate with other employees. 
    • Excellent organizational/planning and time management skills.
    • Must have flexibility in work schedule as demanded by hiring needs.  May require extended hours and weekends during peak hiring times to meet the demand of the jobsites.
    • Willingness to travel to remote locations to conduct hiring on an as need basis.

    Recruiting Manager Responsibilities

     *The following are intended as general illustrations of the work in this job class and are not all-inclusive for this position. 

    • Develop pipelines to create a robust talent pool of candidates to contact when manpower needs arise.  This includes using external sources of advertising such as print, radio and electronic media, as well as strategic communication with existing talent pool.
    • Analyze labor markets that Cajun does business in (or will do business in as need arises) to advise operation management on labor trends. 
    • Develop and maintain relationships with area Recruiting Managers/Recruiters to solicit information about their labor trends. 
    • Make jobsite visits to garner relationships with all level of Cajun employees and to solicit any information that can be helpful to the recruiting office. 
    • Ensure that existing employees that have good performance marks are transferred to open positions before being laid off. 
    • Oversee and update all processes related to the recruiting cycle including recruiting via iCIMS, onboarding/processing of new hires, and drug screen and physicals. 
    • Proficiency in the use of the Applicant Tracking System and HRIS workflows, functionality, reporting and security.
    • Have a working knowledge of the craft requirements for all positions being recruited. 
    • Ensure compliance with established Cajun processes and procedures.
    • Understand craft testing requirements.
    • Attend pre-construction meetings to understand staffing needs and assist operating groups in developing a plan to staff awarded or upcoming projects. 
    • Attend superintendent meetings to address recruiting related items. 
    • Ensure compliance with Cajun EEO policy as it related to the recruiting and hiring process and ensure the integrity of the department. 
    • Receive manpower requests from appropriate operating group managers.
    • Assign recruiting assignments to staff recruiters upon receipt of manpower requests from operating groups. 
    • Hire, develop, and manage recruiting staff including receptionists, processors, recruiting assistants, assistant recruiters and recruiters.  Includes evaluating employees and ensuring ongoing skill development. 
    • Provide prompt and polite service to all operating groups and applicants. 
    • Be responsible for the physical hiring office facility by ensuring open hours are adhered to, company property is treated with reasonable care and in good working order (i.e. offices, desks, chairs, computers, copy machines, etc…), and needs for operation are addressed in an appropriate manner.
    • Designate an employee(s) to ensure supplies are stocked (i.e. paper, pens, website login cards, etc.)
    • Communication with Operation Managers and Human Resource Manager regarding recruiting business manners.  Request approval when situations arise that are out of the normal operating procedures. 
    • Develop and foster good working relationship with personnel in each operating group that is being services by the recruiting department.
    • Track and report time of staff accurately as required by each operating group. 
    • Use data metrics to analyze time it takes to fill positions and transfer employees (i.e. time-to-fill, cost per hire, conversion rates, drop-off rate, quality of hire, recruitment sourcing ROI, etc…).
    • Maintain professional and technical knowledge of the recruiting and HR industry. 
    • Understand the relationship between Cajun and recruiting/hiring related vendors and what each entity’s roles and responsibilities are (i.e. safety council, occupational medical clinics, applicant tracking systems, etc…).


    Recruiting Responsibilities

    • Responsible for assisting with internal and external relationships tied to Cajun Industries recruiting efforts. Reports to and will get strategic direction from the Sr. Recruiting Manager.
    • Work with recruiting staff in associated support activities such as organizing resumes, making calls, setting up interviews, performing associated data entry and recordkeeping work, pre-qualification activities, preparing offer letters, setting up testing and screenings, tracking candidate status, referrals, etc.
    • Work with the Corporate Recruiting Manager and team to stay abreast of organizational hiring needs.
    • Confer with the Corporate Recruiting Manager to develop individual candidate profiles, and the resulting recruiting plans and strategies.
    • Have working knowledge and understanding of job descriptions for all Cajun crafts; work with Divisional Managers to maintain and update these as necessary.
    • Evaluate possible recruiting sources toward finding and attracting suitable qualified candidates that fit the Cajun Industries culture.
    • Actively source and recruit candidates through the appropriate methods – advertising, recruiters, job sites, career fairs, professional networks, social media, referrals, etc.
    • Assist with Cajun Industries internal referral program – with tenured and new team members.
    • Develop and maintain effective relationships with professional, industry and social networks to source qualified candidates.
    • Review and analyze resumes, applications and qualifications to determine suitability.
    • Actively pre-screen candidates.
    • Schedule and coordinate interviews cooperatively with Sr. Hiring Manager; and participate as necessary and/or where can add value.
    • Inform all candidates about Cajun Industries and the open position. Sell Cajun Industries features, advantages and benefits to candidate throughout the process as may be appropriate.
    • Take lead role in evaluating candidates against Cajun Industries’ expectations.
    • Brief and debrief candidates before and after interviews.
    • Advise recruiters on interviewing and on how they may best handle individual interviews.
    • Conduct and verify references.
    • Conduct and/or oversee pre-employment testing – technical and non-technical.
    • Serve as the primary point person in the communications with candidates.
    • Provide regular updates and feedback to Sr. Recruiting Manager.
    • Extend offers of employment within company timing and compensation parameters.  Work with Managers on any negotiation processes.
    • Manage the applicant tracking system.
    • Draft and/or oversee preparation of rejection letters and correspondence.
    • Monitor, evaluate and report on various recruiting metrics to Manager.
    • Keep current with evolving sourcing strategies and industry trends.
    • Ensure all recruiting related efforts are legally compliant and in order.
